Global OTT Must Work With Local Companies, This Is The Reason

Bisnis.com, JAKARTA – The government is trying to formulate a regulation requiring global over the top (OTT) services operating in Indonesia to partner with local companies.

This is stated in the Draft Government Regulation regarding Post, Telecommunications and Broadcasting (Postelsiar) as a derivative of Law 11/202 on Job Creation.

ICT Institute Executive Director Heru Sutadi asked not to be consumed by global OTT propaganda. According to him, foreign OTT services do not want their business activities to be regulated by the Indonesian government.

“It is right if the government wants to regulate global OTT with certain criteria that are doing business in Indonesia,” he said in an official statement, Wednesday (3/2/2021).

He added that countries in Europe have started to regulate the existence of global OTTs that are doing business on the Blue Continent. Apart from the issue of sovereignty, the European Union is aiming for taxes from the digital company’s business existence.

He considered that the cooperation policy of global OTT and local business actors provided many benefits for all parties. According to him, the government will benefit, such as increased investment in the telecommunications sector, increased employment opportunities, and potential state tax revenue.

“With the mandatory global OTT for cooperation with network operators in Indonesia, it is hoped that the quality of service to the community will be better.

If it is not regulated, Heru is worried that the government and the Indonesian people will be harmed by the presence of foreign OTTs doing business in the country.

He gave an example of a case that had happened to Facebook. The American OTT has allegedly misused user data in Indonesia. However, Facebook is unwilling to attend the trial because there is no permanent representative office in Indonesia. Finally, the Court was forced to call Facebook global.

To call Facebook global, he said, the District Court must go through the Ministry of Foreign Affairs. Then the Ministry of State sent a letter to the American Embassy. The lengthy procedure was taken because Facebook was not registered as a permanent company in Indonesia.

“With this cooperation, the State can provide more protection to the people,” he explained.
